Third Party Environmental and Social Safeguards Monitoring Consultant for the Government of Malawi Under the Digital Malawi Project Connectivity Transaction

  • Validating the effectiveness of implementation strategies and instruments being used, and the environmental and social safeguards activities undertaken for the management of environmental and social impacts.

  • Identifying implementation constraints and make recommendations for enhancement of mitigation measures to address gaps in management of the environmental and social risks from the project.

  • Reporting on the status of the contractor’s compliance with the Malawi government and World Bank environmental and social safeguards requirements.

  • Conducting root cause analysis of accidents and near misses.

  • Ensuring requisite PPE is worn by workers and occupation health and safety equipment is available, especially in high-risk situations such as construction at height, electrical work, etc.

  • Conducting KII and FDG with the Contractor and Contractor workers to verify implementation of safeguards activities.

  • Assessing and determining the effectiveness of the management strategies, identify any environmental issues or cases of non-compliance and promptly recommending, corrective measures to address gaps and constraints and re-establish compliance within an agreed timeframe.

  • Undertaking regular environmental and social monitoring visits in order to verify whether and how provisions of the project ESMP, CEMP, ESIA and RAP are followed by all relevant stakeholders (Contractors, Contractor workers, beneficiaries).

  • Reviewing the establishment and operationalization of an effective Grievance Redress Mechanism (GRM) for workers, communities and provide recommendations;

  • Developing Corrective Action Plan; and

  • Preparation of Reports (Biweekly Monitoring Reports, Quarterly Reports and GRM Report).

  • Reviewing the Grievance Redress Mechanism (GRM) of the project and proposing a GRM for the sub-project

  • Preparation of Environmental and Social Management Plan; and

  • Preparation of costed Environmental and Social Management Plans and Environmental and Social Monitoring Plans.
